MIKHAIL ULYANOV
Born in Moscow in 1958.
Permanent Representative of the Russian Federation to the International Organizations in Vienna.
Graduated from Moscow State Institute of History and Archives in 1980.
Since 1980 worked in the Ministry of Foreign Affairs of the USSR (later Russian Federation). Served at the Department of Diplomatic History (in 1980 – 1986), the Department of International Organizations (in 1986 – 1990), Permanent Mission of the USSR/Russian Federation to the United Nations in New York (in 1990 – 1995), Permanent Mission of the Russian Federation to the North Atlantic Treaty Organization in Brussels (in 1998 – 2002).
In 2002–2004 – Head of Division of the Department of International Organizations.
In 2004 – 2011 – Deputy Director of the Department for Security Affairs and Disarmament.
In 2004–2006 – Head of the Russian Delegation in the Bilateral Implementation Commission established pursuant to Treaty between the Russian Federation and the United States of America on Strategic Offensive Reductions.
In 2006 – 2011 – Head of the Delegation of the Russian Federation to the Vienna Negotiations on Military Security and Arms Control.
In 2011 – 2014 – Director of the Department for Security Affairs and Disarmament.
In 2014 – 2018 – Director of Department for Non-Proliferation and Arms Control.
In 2016 – 2018 – member of the Collegium of the Russian Foreign Ministry.
Since 23 January 2018 – Permanent Representative of the Russian Federation to the International Organizations in Vienna.
Has diplomatic rank of Ambassador Extraordinary and Plenipotentiary.
Awarded with Order of Friendship, Order of Honor and Order of Alexander Nevsky.
Speaks English.
Married.
