Dear Madam Chairperson,

 

Russia firmly supports international efforts to resolve the Korean Peninsula nuclear issue.

 

Verification of the dismantling of the DPRK's military nuclear program is only possiblewith the assistance of specialists from P5 states. The IAEA should play a central role in ensuring that nuclear material, withdrawn from the military program, is under proper control.

 

Denuclearization of the Korean Peninsula will take a long time and will require maximum patience from all participants. It should be supported by real practical steps towards each other and developed in stages on the basis of compromise approaches with an emphasis on creating an atmosphere of trust. All  states involved must act together, develop multilateral mechanisms to resolve existing security issues, establish lasting peace in the subregion and its denuclearization.

 

We noted with satisfaction the statement by the US permanent representative, that UNSC resolutions on DPRK remain fully in force. That would include those paragraphs, where the UNSC declared its intention to use the sanctions instruments in a flexible manner, allowing for their cancelation, suspension, or strengthening, depending on how Pyongyang acts. While these important paragraphs remain untouched. If the situation remains as it is, the chances for a diplomatic success would not be greater than they are today.
