STATEMENT by the Governor of the Russian Federation, Permanent Representative of the Russian Federation to the International Organizations in Vienna Mikhail I. Ulyanov during the session of the IAEA Board of Governors on Verification and monitoring in the Islamic Republic of Iran in light of UN Security Council Resolution 2231 (2015)

Madam Chair,

 

We are grateful to the IAEA Director General for preparing a comprehensive report on the verification and monitoring in the Islamic Republic of Iran in light of UN Security Council resolution 2231 (2015).

The Agency reaffirms that Iran is in full compliance with the JCPOA as well as the terms of the Comprehensive Safeguards Agreement and the Additional Protocol to it. The high level of cooperation between Teheran and the Agency, unimpeded access of Agency’s inspectors to all facilities of interest in Iran are illustrative proof that the «nuclear deal» fully justifies itself and provides assurances of the exclusively peaceful nature of Iran’s nuclear program. We support the professional and consecutive efforts by the Agency in that regard.

In light of Teheran’s calibrated approach, which continues to abide by arrangements reached within the JCPOA, activities of Washington are deeply disappointing, and pose a matter of concern. The US ceased its participation in the Plan of Action, imposed economic restrictions on Iran, introduced measures to impede normal development of trade of third countries with Teheran. Such steps are in no way helping to strengthen the non-proliferation regime. By using nuclear non-proliferation as a pretext to achieve its own political objectives, the US calls into question the integrity and the efficiency of the NPT and at the same time shows lack of trust with regard to the IAEA system of safeguards.

We are convinced that the JCPOA has enough strength, and the remaining participants of the agreement are quite capable to overcome the difficulties that have emerged. The Russian side will do whatever is necessary to continue and enlarge its economic and financial cooperation with Iran despite illegitimate and destructive US sanctions.
